Many who have taken up Prime Minister Najib Abdul Razak's call to provide feedback for the Budget 2013 have placed affordable housing at the top of their wish list.

Of the first 100 suggestions ranked by popularity, a large number of people asked that premier take steps to ensure affordable housing particularly for the middle income group.

"I hope the government will do something about the sky-rocketing price of houses available for the common rakyat. It is simply too inaccessible for many to own a decent house these days," suggested a user named Teryyck which garnered 183 "likes".

Similarly, Mathew from Klang Valley stated: "Government needs to seriously establish mechanisms to control price of properties that has spiralled out of control as they are bought by speculators and foreign buyers as investments (thereby) encouraging developers to build homes for them rather than locals".

"We need affordable houses...Please oh please make the price and size of houses worth buying," said Ammaray93 from Selangor.

Another user by the name of Ir Fird even suggested that housing programmes for the poor and hardcore poor be made available to the middle class.

"Rumah Mesra Rakyat 1 Malaysia and Projek Perumahan Rakyat (PPR) should be opened to middle income group... The fact is that low income group have houses but middle income group is still renting in the big city is so sad and pitiful," he said.

Among other popular requests that top the list include breaking the monopoly of satellite broadcaster Astro and an increase in tax relief.

"Break Astro's monopoly. Licences for MEASAT satellite and satellite television should be opened to other companies. Encourage competition so that prices can be more competitive and consumers' rights will be protected," said Amirul from Johor whose suggestion received 130 "likes".

"Astro should bear the six percent service charge, not the customers," added Adi Shah from Kuala Lumpur.

On tax relief, Cik Kiah from Perlis said: "I hope the government can increase tax relief for children.

"RM1,000 per year for one child is no longer relevant to the cost of living now".

Meanwhile Ling from Penang said: "Give more tax reduction to middle income group. We are suffering from Inflation. Separate the life insurance and Employees' Providence Fund (EPF) deduction and increase personal deduction from RM9,000 to RM11,000. Things are very expensive now".

Other issues that were raised included improvement to public transportation, affordable cars, improved policing and security, tax relief for the purchase of green technology products and concerns about the influx of immigrants.

Najib who is also finance minister had on July 16 called on Malaysians to chip in on what they would like to see in the upcoming budget due to be tabled Sept 28.

As of today, a total of 1,032 people have submitted 1,295 suggestions to the premier. The online budget feedback will run until July 29 and any suggestions for the premier can be submitted here.

CAIRO (AP) ? Egypt's top generals and hundreds of mourners have attended a funeral honoring former spy chief Omar Suleiman, who died this week in a U.S. hospital.

In a military ceremony Saturday, an honor guard of soldiers carried aloft the coffin, draped in Egypt's red, white and black flag, before laying Suleiman to rest at a military cemetery in Cairo.

Field Marshal Hussein Tantawi, who heads Egypt's powerful military council, led the armed forces' delegation at the ceremony. Newly elected President Mohammed Morsi of the Muslim Brotherhood sent a representative from his office.

Activists denounced the military funeral, saying Suleiman didn't deserve the honor because his agency suppressed groups like the Brotherhood.

Suleiman died Thursday at the age of 76. He was considered ousted President Hosni Mubarak's most trusted man.

The early universe was a rough-and-tumble place. Galaxies smashed together with much more regularity than they do today, and the insides of galaxies were chaotic, clumpy pods of stars. It was no place for an orderly, delicate swirl of a galaxy like the Milky Way or Andromeda.

But by scanning hundreds of galaxies that existed just a few billion years after the big bang, a group of astronomers has turned up a diamond in the cosmic rough. The researchers found a rare early galaxy with pronounced spiral arms, they reported in the July 19 issue of Nature. And that galaxy's unique circumstances may help explain why spirals are so rare at that epoch. (Scientific American is part of Nature Publishing Group.)

The newfound galaxy, known as BX 442, was identified as a spiral in Hubble images targeting 306 galaxies at redshifts of 1.5 to 3.6, corresponding to times roughly 9.3 billion to 11.9 billion years ago. (Redshift is a measure of cosmological distance that indicates how much an object's light has been stretched toward longer wavelengths as it traverses an expanding universe.) BX 442, the only identifiable spiral of the bunch, resides at redshift 2.18, some 10.7 billion years ago, or just three billion years after the big bang. It appears to fit the bill for a variety called a grand-design spiral, in which pronounced spiral arms lend a well-defined shape to the galaxy's disk of stars.

"We see the grand-design spiral pattern in this galaxy, and it's kind of astounding. We hadn't expected to find that," says lead study author David Law, an astrophysicist at the University of Toronto. "The 300-odd other galaxies in our own survey, and many others in different surveys, don't show this pattern."

Spirals are common in the modern universe, but as astronomers gaze across the cosmos at objects farther and farther away?and hence further and further back in time?spiral structure starts to peter out, which is why BX 442 makes for such an interesting case study.

"It is unique, they're right about that," says astronomer Bruce Elmegreen of IBM's T. J. Watson Research Center in Yorktown Heights, N.Y. "It's been known for awhile that there are disks at these redshifts. Disks are not surprising, and usually when there are disks locally there are spirals in the disks," he adds. "But at these redshifts spirals have not been seen, and that had been a puzzle."

Instead of orderly swirls, astronomers see lumpy, blobby galaxies going through the cosmic equivalent of an awkward phase. "At these redshifts, the galaxy population if you look with Hubble mostly looks irregular and peculiar," says astrophysicist Christopher Conselice of the University of Nottingham. "Most of those galaxies are probably undergoing mergers, smashing together." And their stars are not usually confined to a flat, thin, evenly rotating disk.

BX 442, too, appears to have a somewhat chaotic stellar population, as if it its contents have been churned up. But somehow a regular spiral structure was imprinted on the galaxy's stars, perhaps by a recent grazing encounter with a much smaller galaxy. "What seems to set it apart as best as we can tell is it has this little companion galaxy off to the side," Law says of the rare spiral.

A study last year showed that the Sagittarius Dwarf Galaxy, a satellite of the Milky Way, could be responsible for some of the spiral structure of our own galaxy. As Sagittarius fell inward and passed through the plane of the larger galaxy, its impact would have been strong enough to disrupt a uniform disk of stars and morph it into a familiar spiral. A similar process could explain the atypical spiral nature of BX 442. Using a computer simulation, the researchers found that an interaction could indeed stir up spiral structure in the distant galaxy. But that transformation would not be permanent if indeed the companion galaxy were the trigger. "If that's the case, then what we're seeing now will probably fade away within about 100 million years or so," Law says.

Jim Camoriano with Missouri-based State Farm Insurance says there are two primary reasons that 70 percent of renters don?t have renters insurance. One, they may believe their landlord will cover any losses. He says that?s not the case.

Other measures to reduce energy and water consumption are solar hot water heating, solar shades, an air source heat pump, rainwater harvesting, 'grey' water recycling and passive infra red lighting. Employees have the benefit of a terrific and healthy working environment, extensive views, a running track, multi-sports pitch, catering kitchen, canteen, recreation room and well equipped gym.

Christina Pesoli: Why Parenting Is Easier After Divorce | Rumors and ...

Emily and William have done everything right. They have been married for 15 years. They have three beautiful kids. They both work ? he?s an analyst, and she?s an attorney for a nonprofit organization. His job pays better than hers, but hers provides a lot of flexibility, which is critical, since William?s job requires a lot of travel. They are not rich, and they do not live beyond their means. In many ways, they are the model American family.

But there?s one big problem: Emily is exhausted. I don?t mean she?s tuckered out and needs to catch up on some sleep ? although some sleep would definitely help; I mean she?s running on fumes, living day-to-day and not sure how much longer she can take it.

Because William travels a lot, Emily is left to juggle her job as well as the three kids? school and extracurricular schedules. She has to worry about trying to keep on top of the housework, making sure everyone?s getting three square meals a day, bird-dogging homework, baths and bedtimes.

Meanwhile, Emily?s doctor has told her that she has high blood pressure and has ordered her to make some lifestyle changes. Carrying out these orders requires commodities that are in short supply at Emily?s house: Time, for sure. And extra money for a gym membership and a house cleaner. And as long as we?re making a wish list, a magic wand wouldn?t hurt.

William has complaints of his own. He would much rather be at home than holed up in a hotel, working long hours and eating bad takeout several nights a week. While his complaints are legitimate, it?s difficult for Emily to feel very sympathetic these days. Getting a job that doesn?t require him to travel sounds like a logical solution, but jobs in William?s field are hard to come by.

Emily?s predicament made me realized how easy I have it. Sure, things get hectic for me sometimes ? like for the entire month of December, for example. There?s my daughter?s birthday, Christmas and the year-end demands of my job. Because I?m not married, getting it all done ultimately falls to me.

But I still have it much easier than Emily. Why? Because I am divorced. And along with my divorce, I got a custody schedule. At first, I viewed this schedule as a penalty, because it required me to forfeit days with my daughter. But over the years I?ve come to see it as a consolation prize because it provides me with something I never had when I was married: regularly scheduled blocks of time to myself.

When Hannah is with me, I can cook dinner from scratch. I can put off laundry and other chores and read to her every night. I can blow off running errands that I know she hates. And I rarely get a sitter, because I don?t make social plans that don?t include her.

Then, when she?s with her dad, I get to plan (and even take!) trips with my boyfriend. I get to have dinner with girlfriends. I have uninterrupted personal phone calls. I can stay up late and sleep in on weekends. I can run a marathon of errands or do mountains of laundry without worrying that I?m torturing or ignoring my daughter.

I realize that the success of my situation depends on a couple of big assumptions. First, it depends on my having an ex-spouse that is not a deadbeat dad, and by that I mean one that pays child support and regularly and responsibly exercises his visitation. Second, it assumes that I have the discipline to manage my social life in a way that puts my daughter?s needs before my own whims. I don?t get to do whatever I want whenever I want, but I do have chunks of time to myself to spend as I wish.

I am not bragging about my situation. But the reality is that more than one study in the past few years has found that having kids can actually hurt your marriage. There is a big flaw in the system when it?s easier to be a good parent and a good partner when you?re not married to the father or mother of your kids. If we?re serious about our commitment to the continued viability of traditional marriage, we need to find ways to support those who are engaged in it. (And yes, both of the puns in that last sentence were intended.)

So, what can we do? The solution is twofold. Husbands and wives need to facilitate windows of time when the other one can have some time away. Whether it?s a night out with friends every other week or season tickets to football games, breaks like these are important to the health of the marriage. And it should go without saying that it doesn?t count as a break if the parent staying at home with the kids gives the other one grief about exercising this hall pass. Husbands and wives need to encourage these breaks, not harass each other over them.

Second, couples need blocks of time together without the kids around. Date nights are a good start, but they?re not enough. Couples need entire weekends to spend together on a regular basis ? even if they don?t leave town. Maybe you have friends you can trade off with watching each other?s kids one weekend a month. Or perhaps you?re lucky enough to have parents close by who are willing to take the grandkids for the weekend on a regular basis. Or you can bite the bullet and spring for a sitter if you can afford it.

Weekends without the kids can do wonders for a relationship because they provide ample time to do things separately as well as together. Plowing through email, watching a game on TV, catching up on projects around the house, going to dinner and a movie together and sleeping in. Weekends like this probably resemble the way you spent time before the kids came along.
Weekends like this probably helped convince you to marry each other and have kids together in the first place.

Taking a marriage-preparation class before walking down the aisle is standard operating procedure these days. Parenting preparation class should be, too. And I?m not talking about a class that helps you know how to set boundaries for your kids ? I?m talking about one that helps you set boundaries to protect your relationship.

Before having children together, couples should work out a plan both for having time away from their spouse and kids as well as having time alone with their spouse without the kids around. Having such a plan before the kids come along can help keep the relationship healthy rather than scrambling to give your marriage CPR after it has been damaged by neglect or built-up resentments.

From venue to menu and a million details in between, couples work hard to ensure that the wedding will be meaningful and memorable. If couples put as much thought and effort into managing their marriage as they do planning their wedding, it?s hard to imagine that it wouldn?t pay off.

If you?re currently married and all of this sounds like so much work that you?re not sure it?s worth the effort, think again. Balancing your parenting obligations against other demands of your personal life might be easier when you?re a single parent, but managing your relationship with your child?s other parent is a whole different story.

Solar3D probably isn't a company you're particularly familiar with... at least not yet. The California-based manufacturer has just successfully fabricated a three dimensional solar panel that traps sun light in nano-scale wells on a silicon wafer. Perhaps most exciting, the prototype panel was built using off-the-shelf tech from Panasonic, meaning that the price of mass production shouldn't be prohibitively high. More testing is needed, but the resulting panels should be up to 50 percent more efficient than current generation 2D ones. For a few more details, check out The PR after the break.

Nail varnish and hairspray can increase the risk of diabetes | The ...

A team from Brigham and Women?s Hospital in Boston said they found a link between phthalates ? a class of chemicals found in these products ? and the metabolic disease.

Urine samples of 2,350 women were taken and found that those with higher levels of phthalates were more likely to have diabetes than those with low concentrations.

However lead researcher Dr Tamarra James-Todd, whose findings are published in the journal Environmental Health Perspectives, conceded that more research is needed.

She revealed: ?We know that in addition to being present in personal care products, phthalates also exist in certain types of medical devices and medication that is used to treat diabetes and this could also explain the higher level of phthalates in diabetic women.?

Women who had the highest levels of the chemicals mono-benzyl phthalate and mono-isobutyl phthalate had almost twice the risk of diabetes compared to women with the lowest levels of those chemicals ? Femalefirst

Iran hopes for resumption of high-level nuke talks

TEHRAN, Iran (AP) ? Iran says it hopes upcoming talks with an EU official could pave the way for the resumption of high-level negotiations with world powers over Tehran's controversial nuclear program.

Foreign Ministry spokesman Ramin Mehmanparast says the July 24 meeting between Iran's No. 2 negotiator Ali Bagheri and Helga Schmid, deputy of the EU foreign policy chief, will be key to a possible resumption of the stalled negotiations.

Talks last month in Moscow failed to bridge differences between Iran and the five permanent members of the U.N. Security Council and Germany but the sides agreed to continue lower-level technical talks to see if there was a way to break the deadlock.

The U.S. and its allies accuse Iran of seeking nuclear weapons, a charge Tehran denies.
