Google chairman Eric Schmidt today at Mobile World Congress took the stage for what traditionally has been one of the premiere keynote addresses of the event. 

Android Central at Mobile World Congress Schmidt started the keynote praising the Google Chrome browser and its recent leap to the mobile space as an Android application. He quickly turned things over to Android Product Director Hugo Barra, who gave the capacity audience (and many more watching the livestream -- the first time in recent memory that the keynote has been broadcast) a tour of the mobile browser. "Chrome and Android are  two of the most significant investments Google has made in the life of the company," Barra said. "We designed Chrome for android with three goals in mind. We wanted to build, first of all, a mobile browser that was really, really fast, really, really clean, and really, really simple."

Barra announced that Chrome for Android was recently released to 20 additional countries. (You can get Chrome here in the Android Market.)

Schmidt then launched into the state of the web worldwide and reminded us all that for the 2 billion people who are online, there are billions more how are not. "Every revolution begins with a small group of people, kind of like us," Schmidt said.

"The future belongs to ultra-connected people -- the early adopters," Schmidt continued, adding that this group is limited by what it finds acceptable, a nod to privacy issues. Then there are connectivity issues themselves. Korea and Japan already have ultra-fast networks, Schmidt said, and it's changing lives there.

"We tend to massively underestimate the more seismic shifts that happen long-term," Schmidt said. "Think about the choices that you're so often forced to make for life." He then gave examples of robots traveling across the globe so that we don't have to. Driverless cars have already driven more than 200,000 miles, he said. And new laws are making it possible for driverless cars to make it to the roads. 

But the progress isn't just with people, Schmidt said. A core trend of computer science, he said, will give a much better look into how society functions. Teaching. Fighting disease. Government operation. And there's a group of passionate people who can make these changes happen, Schmidt said. And because of them, the technology disappears. It becomes transparent.

"It's just there," Schmidt said.

Just below the early adopters, Schmidt said, are the "connected contributors," members of the middle class who serve more as consumers than on the bleeding edge of development. They're the ones who use these new future services that help make life and work better for everyone else. "Apps and services like these are improving the quality of life for the middle class," Schmidt said.

There's a disparity between those who buy and those who build, Schmidt said. Those who buy will be sophisticated consumers. They'll work for businesses an governments and nonprofits.

"I've always believed that the web is more than a network of machines. ... Look at the way people came together last year to help the people of the Japanese earthquake," he said. "It is the web that unites us in sentiment and action."

And then there's the "aspiring majority." Pockets of the world that have no connectivity at all. The number of new data centers will boom. Fiber optics will be widespread and cheaper. Existing cables will carry more data. Everybody won't have the same online experience, however. But there many ways to get people connected.

"We cannot imagine the future by extrapolating the past," Schmidt said. "The smartphone experience will be universal."

Smartphones can be preloaded with your medical information, he said. Even nomadic people will invest in technologies that will change their daily lives. But having a smartphone isn't enough to get you online, he said. Smartphones need a data connection -- but they don't have to be a central data hub, Schmidt said. You don't even have to be connected to the internet. It could be more peer to peer or through mesh networks -- "a stepping stone for getting communities connected," he said.

"In times of war and suffering," he said, "it will be impossible to ignore the cries of help" from people communicating online," noting the change in the Middle East last year.

More ethical and responsible behavior also is a must from the technological elite, Schmidt said. "This, of course, is why I do what I do. I suspect this is why many of you do what you do."

"But we need to act now to avoid this new digital caste system," Schmidt said. "I believe this profoundly. ... Technology is power by its very nature."

iPhone user wins $850 in AT&T throttling case

When AT&T started slowing down the data service for his iPhone, Matt Spaccarelli, an unemployed truck driver and student, took the country's largest telecommunications company to small claims court. And won.

His award: $850.

Pro-tem Judge Russell Nadel found in favor of Spaccarelli in Ventura Superior Court in Simi Valley on Friday, saying it wasn't fair for the company to purposely slow down his iPhone, when it had sold him an "unlimited data" plan.

Spaccarelli could have many imitators. AT&T has some 17 million customers with "unlimited data" plans who can be subject to throttling. That's nearly half of its smartphone users. AT&T forbids them from consolidating their claims into a class action or taking them to a jury trial. That leaves small claims actions and arbitration.

Late last year, AT&T started slowing down data service for the top 5 percent of its smartphone subscribers with "unlimited" plans. It had warned that it would start doing so, but many subscribers have been surprised by how little data use it takes for throttling to kick in ? often less than AT&T provides to those on limited or "tiered" plans.

Spaccarelli said his phone is being throttled after he's used 1.5 gigabytes to 2 gigabytes of data within a new billing cycle. Meanwhile, AT&T provides 3 gigabytes of data to subscribers on a tiered plan that costs the same ? $30 per month.

When slowed down, the phone can still be used for calls and text messaging, but Web browsing is painfully slow, and video streaming doesn't work at all.

AT&T spokesman Marty Richter said the company will appeal the judge's ruling.

"At the end of the day, our contract governs our relationship with our customers," he said.

AT&T area sales manager Peter Hartlove, who represented the company before Nadel, declined to comment on the ruling. He argued in court that his employer has the right to modify or cancel customers' contracts if their data usage adversely affects the network.

Companies with as many potentially aggrieved customers as AT&T usually brace themselves for a class-action lawsuit. But last year, the Supreme Court upheld a clause in the Dallas-based company's subscriber contract that prohibits customers from taking their complaints to class actions or jury trials.

Arbitration and small-claims court cases are cheaper and faster than jury trials, but they force plaintiffs to appear in person and prepare their own statements. In a class-action suit, the work can be handled by one law firm on behalf of millions of people.

That means thousands ? and possibly hundreds of thousands ? of people who feel abused by AT&T's policy could seek to challenge the company, one by one, in arbitration or small claims court. The customer contract specifies that those who win an award from the company in arbitration that is greater than the company's pre-arbitration settlement offer will get at least $10,000. Spaccarelli picked the same amount for his claim, though AT&T's stipulation about a minimum award doesn't apply in small claims.

Nadel looked instead at the remaining 10 months in Spaccarelli's two-year contract with AT&T and estimated that he might pay $85 a month on average for using additional data. AT&T charges $10 for every extra gigabyte over 3 gigabytes.

Nadel said it's not fair for AT&T to make a promise to Spaccarelli when he buys the phone while burying terms in his contract that give the company the right to cut down data speeds.

Spaccarelli, 39, researched his case for a few months, and then spent three days putting together a binder of documents to bring to court.

"I need the money, but for me, this case is not about money at all," Spaccarelli. "You don't tell somebody 'you have unlimited' and then cut them off."

Spaccarelli didn't quite uphold his side of the customer contract, and that's one reason his data usage was high. He used the iPhone to provide a link to the Internet for his iPad tablet, a setup known as "tethering." AT&T doesn't allow tethering unless customers pay extra for it, which Spaccarelli didn't do. It detected his tethering last year, and switched him from the "unlimited" plan to a limited one. He complained, and got his "unlimited" plan reinstated.

Even with the tethering, Spaccarelli's data usage wasn't excessive, he said ? about 5 gigabytes per month. AT&T's Hartlove told Nadel about the tethering, and Spaccarelli admitted to it.

Earlier this month, a Southern California woman won a small-claims action against Honda over the gas mileage she got out of her Civic hybrid car. She was awarded $9,867. Meanwhile, a pending class action against Honda over the same issue would net Civic owners a few hundred dollars each. The plaintiff, Heather Peters, is an ex-lawyer who had opted out of the settlement.

AT&T's throttling of "unlimited" data comes as it tries to deal with limited capacity on its wireless network. When the iPhone was new, AT&T had ample capacity on its network, and wanted to lure customers with the peace of mind offered by unlimited plans. Now, a majority of AT&T subscribers on contract-based plans have smartphones, and the proportion is growing every month. That's putting a big load on AT&T's network.

Verizon Wireless and T-Mobile USA also throttle users, but their policies are gentler. Verizon only throttles if the specific cell tower a "heavy user" subscriber's phone is communicating with is congested at that moment. T-Mobile's throttling levels are higher for the same price, and the levels are spelled out ahead of time. AT&T subscribers have no way of knowing if they'll be throttled before a warning message drops in. If they keep using their phones, throttling kicks in a few days later.

U.S. officials are denouncing Syria for the killings of two foreign journalists, including American Marie Colvin, but the condemnations haven't stopped Syrian forces from carrying out new attacks on opposition strongholds.

Syrian President Bashar Assad's military?sent tanks into?the rebel district of Baba Amr in the an opposition stronghold of Homs on Thursday after 20 days of sustained bombardment, opposition sources?told Reuters.?

"Tanks have entered the Jobar area in the south of Baba Amr," activist Abu Imad told Reuters from the city.

Government forces also?resumed shelling the neighborhood, where hundreds have died in a weeks-long siege.


About 30 people, including two Western journalists, were killed in shelling on Wednesday ? most of them in Baba Amr, which is the center of the resistance in the city.

Homs-based activist Omar Shaker said intense barrages hit residential districts in Baba Amr again Thursday, but there was no immediate word on casualties. He said food, water and medical supplies are running dangerously low in Baba Amr.

They were among a group of journalists who had crossed into Syria illegally and were sharing accommodations with activists, raising speculation that government forces targeted the makeshift media center where they were staying. But opposition groups had previously described the shelling as indiscriminate. At least two other Western journalists were wounded on Wednesday.

A Syrian Foreign Ministry spokesman offered condolences to the families of Colvin and Ochlik but rejected any responsibility for their deaths. The spokesman urged foreign journalists to respect Syrian laws and not to sneak into the country.

The U.N. experts indicated that the list goes as high as President Bashar Assad.

Thousands of Syrians have died in the violence since March and the panel, citing what it called a reliable source, said at least 500 children are among the dead.

"A reliable body of evidence exists that, consistent with other verified circumstances, provides reasonable grounds to believe that particular individuals, including commanding officers and officials at the highest levels of government, bear responsibility for crimes against humanity and other gross human rights violations," said the report by the U.N.-appointed Independent International Commission of Inquiry on Syria.

"The commission has deposited with the United Nations High Commissioner for Human Rights a sealed envelope containing the names of these people, which might assist future credible investigations by competent authorities."

It doesn't say who these investigating authorities might be, but the U.N.'s top human rights official has previously called for Syria to be referred to the International Criminal Court in The Hague. Members of the 47-nation U.N. Human Rights Council are expected to hold a special meeting on Syria in Geneva next week, at which the panel's report will be formally presented.

Systematic killing of civilians
The U.N. panel was denied entry to Syria by the government, which accused it of ignoring official information and exceeding its mandate. The panel instead gathered much of its information from sources outside the country, including human rights activists and Syrian army defectors.

The report claims that the ruling Baath Party's National Security Bureau was responsible for translating government policies into military operations that led to the systematic arrest or killing of civilians.

It says the four main intelligence and security agencies reporting directly to Assad ? Military Intelligence, Air Force Intelligence, the General Intelligence Directorate and the Political Security Directorate ? "were at the heart of almost all operations."

The report details how businessmen helped hire and arm informal pro-government militias known as the Shabbiha.

"In a number of operations, the commission documented how Shabbiha members were strategically employed to commit crimes against humanity and other gross violations," it said.

The report also identifies 38 detention centers "for which the commission documented cases of torture and ill-treatment since March 2011."

Armed opposition groups, loosely connected under the umbrella of the Free Syrian Army, also committed some gross human rights abuses, the panel said. It cited the torture and execution of soldiers or suspected pro-government militia members.

But such actions were "not comparable in scale and organization with those carried out by the state," it added.

Holding elements together: Ionic bonds

A while ago, I wrote a couple of posts describing some?intra-molecular?forces, forces that hold atoms and molecules together. I enjoyed writing them, and people come back to read them quite frequently, so I thought I?d continue and write about a couple more.

The previous posts covered van der Waals forces and hydrogen bonds (and dipoles!) These forces are both fun, and incredibly important in determining the properties of water (without which there would be no life) and petrol (without which there would be no cars) but they aren?t particularly strong forces. Both van der Waals and hydrogen bonds are relatively weak, and I think it?s about time I started covering the three Big Bads of molecular forces: ionic bonds, covalent bonds and metallic bonds.

Starting with ionic bonds. In order to properly cover these, I need just a little bit of background on what atoms are actually like. Now there are many different models for what atoms are ?like? but for the purposes of ionic bonds the?easiest?way to think of them is as a small nucleus with a positive charge surrounded by small whizzing negatively charged electrons. Electrons don?t just all fly around with no direction, they exist in orbitals, each a different distance from the nucleus. To find out how many electrons are in the outermost orbital,?furthest?away from the nucleus, you can look at the periodic table.

The periodic table. The number of electrons in the outer shell can be found by looking at which column the element is in. This does get a bit complicated for some of the larger elements, but for the first few rows it works fine.

The outermost orbital is the most important because all the other electrons are a) in orbitals with the maximum number of electrons and b) unable to take much part in reactions due to the outermost electrons being in the way. Atoms in general are at their most stable when they have a full outer shell of electrons. As many atoms don?t have a full outer shell of electrons, they try to find ways of getting one.

Take sodium, for example, with the chemical symbol Na (blame the Greeks for that!) Now sodium is in the first column of the periodic table, so it has one electron in the outermost shell. All the other shells are full of electrons. So the quickest way to get a full outer shell is to loose that outermost electron, leaving you with a full shell underneath. Loosing one electron, however, requires energy, which means that unless this can be combined with a process which produces energy, it is not going to happen.

Loosing one electron also means that rather than having an equal number of positive nuclear charges and negative electron charges. the sodium now has one fewer negative charges. Instead of a neutral sodium atom, it is now a positively charged sodium ion.

So how does the sodium get the energy back? One way of producing a lot of energy in the world of molecular forces is to form a bond. Breaking bonds requires energy, but making them produces energy (ask a physicist about this if you?re unsure why, the explanation might not make you any more sure but it?s nice for physicists to have someone to talk to). Luckily, a positively charged ion is very good at forming bonds with a negatively charged ion.

To see how a negative ion forms, take a look at the other side of the periodic table at the element chlorine. Chlorine has seven electrons in its outer shell (a full shell is eight electrons for the smaller elements). In order to fill its outer shell it can take an electron gaining one extra negative charge and forming the negative chloride ion. It doesn?t just take that electron from anywhere, it will actually tear it away from the sodium atom. Leaving one negative and one positive ion; Na+ and Cl-

The bond formed between these ions is called an ionic bond.

The two ions don?t just form a single bond between them, ideally they want to make as many bonds as possible. Ionic bonds create giant ionic lattices of interchanging ions. These are incredibly strong, making ionic compounds very hard to break, melt, or crush.

Not only do ionic forces help to hold elements together, the formation of these bonds can completely change the properties of the elements they bind. Sodium is a soft grey metal (you can cut it with a knife!). Chlorine is a deadly green gas. The giant ionic lattice sodium chloride is salt, a white grainy edible food.

(AP) ? Within the last week, authorities say, Amine El Khalifi's plan to wreak havoc was proceeding as hoped: An al-Qaida associate handed him an automatic weapon to kill security officers inside the U.S. Capitol. A bomb-laden vest would detonate the building. He would die as a martyr.

But there was a problem: The explosives were inert, the gun inoperable and the supposed al-Qaida member was actually an undercover officer, according to court documents.

El Khalifi was arrested Friday in a parking garage on his way to carry out an attack the FBI says he kicked around across multiple states for months, even detonating a practice bomb in a quarry and then asking for a bigger blast, all with varied targets in mind.

An FBI affidavit traces the evolution of the plot from a vague plan to prepare for the "war on Muslims" to more clearly articulated visions of attacking a restaurant and synagogue to, finally, a goal of obliterating the seat of American government.

The document alleges a weeks-long flurry of final activity by El Khalifi, monitored by the FBI and coordinated through an undercover agent, to scope out the building, train in explosives and arm himself for a suicide attack.

As El Khalifi, 29, was making a court appearance Friday on a terrorism-related charge, the FBI executed search warrants inside a gated residential community in Alexandria and at a red-brick ranch house in Arlington, though it wasn't immediately known what they found.

El Khalifi is scheduled to have a bond hearing Wednesday. A public defender at El Khalifi's initial appearance didn't return a phone message Saturday. If he is indicted and convicted, he could face life in prison.

Authorities have released only basic biographical details about El Khalifi and haven't described how they believe he became intent on destruction. He was born in Morocco and came to the United States in 1999, when he was 16 years old, overstaying his visitor visa and remaining in the country illegally, court papers say. He is unemployed and is not believed to be associated with al-Qaida.

In 2010, he aroused the suspicion of a former landlord, Frank Dynda, who leased him a one-bedroom apartment inside a brick building in Arlington before ultimately evicting him for not paying rent. He said El Khalifi lived with a woman, whose name was used to secure the lease. Dynda recalled the woman as Bulgarian and said he was under the impression they were married.

She had a job, but El Khalifi appeared not to have rent money.

Dynda said El Khalifi periodically received heavy boxes labeled "Books" from Baltimore and advertised his apartment as some sort of luggage business, though Dynda said he never saw any luggage there. The woman moved out, and two or three other men resembling El Khalifi began staying there, Dynda said. The rent checks stopped coming.

Dynda confronted El Khalifi for being a squatter, but he said El Khalifi told him he had a right to be there and threatened to assault him. Dynda called police, but he said officers advised him to treat El Khalifi like a legal tenant. He moved out that summer.

"He was going to harm me, and I think I'm very lucky to be alive today," Dynda said.

The investigation that led to El Khalifi's arrest started last January on a confidential informant's tip to the FBI. The informant described a meeting inside an Arlington apartment, where a person who produced an AK-47, two revolvers and ammunition said he equated the war on terror with a "war on Muslims" and urged the group to prepare for battle. El Khalifi, the FBI learned, expressed agreement.

The FBI doesn't believe he was conspiring with anyone else, and the court documents in El Khalifi's case don't give further details about the meeting in the Arlington apartment and the other people who were there. Police are investigating others with whom El Khalifi associated, but not because they believe the associates were part of a terror conspiracy, a counterterrorism official has told The Associated Press.

By December, authorities say the sting operation and El Khalifi's own plans were taking shape.

That month, he traveled to Baltimore with a man he knew as Hussien to meet a person who was introduced to him as an al-Qaida associate, authorities say. He told the man, Yusuf, that he planned to blow up a building just outside Washington in Alexandria, Virginia, that contained military offices. Handling the man's AK-47, he spoke of wanting to "use a gun and kill people face to face," according to the complaint.

Unbeknownst to El Khalifi, the man who called himself Yusuf was an undercover law enforcement officer. Hussien was an operative working undercover with investigators.

As the meetings continued, the plans evolved.

El Khalifi spoke in December of wanting to attack a synagogue and Army generals. But within days, he was settling on a new plan to bomb a Washington restaurant at lunchtime after a waiter told him that was the busiest time, the affidavit says.

On Jan. 8, in preparation for the restaurant attack and a planned al-Qaida attack on a military installation, authorities say he bought two jackets and a cell phone. He agreed to buy more phones, nails and glue to use in bomb-making and said he would be happy killing 30 people, authorities say.

Then he changed his mind a week later, saying he wanted to blow himself up inside the Capitol as an act of martyrdom and selecting the date of Feb. 17, prosecutors say. He went on something of a test run on Jan. 15, using a cell phone to detonate a test bomb at a West Virginia quarry. But instead of being satisfied with the explosion, the FBI says, he wanted a bigger bomb.

Court papers show the last two weeks were consumed with the planned attack on the Capitol. El Khalifi selected a location to be dropped off. He asked that even more explosives be strapped to his body. He wanted to ensure the bomb in his vest could be remotely detonated in case he faced security problems, authorities say.

The final planning happened in an Alexandria hotel room on Feb. 14, when authorities say "Yusuf" handed El Khalifi an automatic machine gun and showed him a jacket the suspect thought contained a bomb, the affidavit says. El Khalifi studied himself in the mirror with the weapon. He practiced shooting it. He discussed how he would be identified in a video al-Qaida would release after the attack.

By Friday, the plans were firm.

El Khalifi got into a van in northern Virginia with Yusuf and Hussien. The gun and vest he had asked for were inside. The van pulled into a parking garage near the Capitol. El Khalifi got out alone in preparation, investigators say, to carry out his plot.

Before he could leave the garage, he was arrested.
